This goes back way farther than Harris. I remember doing a TA stint with a grade 8 class when I was in grade 12 and being appalled at what was going on in education. Nothing was being done to actually teach or cause a child to learn. There were no timetables or spelling competitions because it could damage a child's esteem if they were seen to be wrong in front of the class or the teacher. Harris certainly compounded the situation and made things far far worse for teachers, but the treatment of teachers has had a long and inglorious history that needs to be radically altered before the current situation can even have a hope of changing.
My two cents, and the reason I am decidedly not anywhere near a career in education. You're far far braver than I could ever be to try to actually work in these conditions.
